Well thank goodness, now we finally know what the anal blockage on getting permits in Chile is.... too many thieving scamming bureaucratic lower/middle/upper/ministerial management beaners in the way too long redundant pipeline all looking to get their bribe/cut or at least another extra mañana mañana siesta in before doing the job they are being paid to do first.

Well I am glad this previously complete mystery in Chile is now solved.
