PGRA PlanGraphics Wins More Work in China -- Will Provide Urban Management Information System Advisory Services to Liaoning Province
Monday November 10, 8:40 am ET

FRANKFORT, Ky.--(BUSINESS WIRE)--Nov. 10, 2003--PlanGraphics, Inc. (OTCBB: PGRA - News), has been awarded a $2.1 million contract to assist in building an urban management information system (UMIS) for the Liaoning Provincial Government in northeastern China. Liaoning is the most urbanized province in China and a major center of industry.
The PlanGraphics team will prepare a full-scale UMIS for the city of Shenyang, as well as simpler systems for the cities of Panjin and Yingkou. The project also includes an urban management information system to be used by the Provincial Construction Bureau. The implementation will rely heavily on geographic information system (GIS) and Internet technology.

"The Liaoning UMIS project presents many challenges from an institutional and organizational point of view," said Minna Li, PlanGraphics' vice president for international business. "However, with PlanGraphics' 24 years of experience in dealing with large system development issues, we are confident that we will be able to provide high quality services to the client cities and agencies."

Project priorities will include:

Setting up a basic GIS infrastructure
Building a comprehensive underground pipeline information system (including water, wastewater, electric, gas/oil, telecom and heating)
Building a provincial clearinghouse of spatial data
Developing a pilot showcase for UMIS to generate support for the concept and to encourage other cities to embrace the approach to enterprise information technology.
"The Liaoning project award represents a milestone for PlanGraphics activities in China," said John Antenucci, president of PlanGraphics. "Combined with current business and other recent contract awards, we now have the critical mass to establish a more formal presence in China in concert with our local business partners. China remains a key area of growth for our spatial IT services."

PlanGraphics, founded in 1979, is a full life-cycle systems integration and implementation firm providing a broad range of services in the design and implementation of information technology in the public and commercial sectors. PlanGraphics' experience with spatial information systems and e-services capabilities provides a critical discriminator among other IT consulting and integration firms.
