So this took 7 years to correct?

The SEC is a bit cagey about that. In Friday's statement, they say only that it occurred "for a period of time". The first statement, from 5 April, uses the same phrase, but is subsequently more specific. It seems it began with regard to some companies as early as 2017. (And see also Exhibit 2 to the 2 June statement.)

The Commission has determined that, for a period of time, certain databases maintained by the Commission’s Office of the Secretary were not configured to restrict access by Enforcement personnel to memoranda drafted by Adjudication staff.

They say that as soon as they became aware of the problem, they opened an investigation. They don't say when that was, but it wasn't seven years ago.
