This years rains will have fully topped-up California's reservoirs.

But wells in the agricultural Central Valley which have gone dry from over-pumping will remain so. Farmer chose to avoid participation in the California water project, preferring to wait for welfare water. So far Congress hasn't given they and their representative Kevin McCarthy the welfare bonanza they've been lobbying so hard for with cash to Kevin.

California voters gave them $143.7 million of welfare last year which give farmers enough money to build new water containment systems which will slowly recharge their ground water. But until those projects are built, the surplus water from the Central Valley is redirected to Los Angeles.

This season makes things slightly better in the Colorado Basis, but big cut-backs in use are still in store.

Diamond Valley Lake was completed by the Southern California Metropolitan Water District in 1999, near very dry Hemit where there is never any rainwater run-off but a large valley they could dam.The MWD completed filling it with water from the Colorado River in 2003.

Diamond Valley holds enough water to supply all of Southern California on its own for half a year.

Over the past 3 years MWD has taken water from Diamond Valley, and by the end of this year it will be completely refilled with excess water the Central Valley can't contain. Thanks short-sighted farmers.
