Well, I am going to take a wild guess here... I'll bet 50% of this US$450,000,000 won't make its way down the food chain to the local "little people" because all the greedy thieving corrupt leftists/commie sticky-fingers middlemen bureaucrats handling this money distribution will be taking their "cut/fee" out of it first for handling/facilitating the disbursement. 50% of Chile is "on the take".
