There are quite a few changes coming down the pipeline but negatively rating Users is not one of them at this time. It's similar to the reasoning behind there being no "dislike" though there is a "like" on posts.

It's basically philosophical in the design of these features. I'm not going to debate this here - there have been plenty of internal debates over matters like this over the years and I'd be shocked if anyone had anything to say that hasn't already been suggested and re-hashed.

"but rather give the other admins the ability to look at this system holistically with all use cases," This is a public forum. Any Admin or staff member can read this board so I'm not sure what you think I would be doing to prevent them from considering your suggestion.

Edit: Google "should there be a dislike button?" and you'll see all sorts of arguments for and against it. As you said, it's nothing new. Our website has chosen the path of "no dislike" at this point.
