I'm an electrical engineer. You are the one that seems to have a problem understanding it. Read their patents. None of them describe a novel method of charging the micro-droplets. They use the same charging scheme everyone else does, because that is what the physics involves dictates.

The only advantage they have is the nozzle design. It allows them to get smaller particle size from a pressurized liquid stream without needing to use an ultrasonic fog type device.

The smaller particle size allows the "wrap-around" effect.
