TPT was not going to ‘build’ themselves. They would partner with the likes of the Ministry of works and Housing of Ghana.

They would be the ones to bring in the builders.

TPT wasn’t really on the ‘building’ side other than providing some raw materials. They are / were on the tech side which comes in after all the building and roads get put in. IST additionally has no capacity to work on Ghana. Perhaps that can manage it but aren’t the builders either.
