Usually.; and I mean 99.999% it is hiding a very large amount of shares. ASCM always trouble. They are a very high priced broker, and they are one of the few Brokerages that deal in Shorting.
Favorite trick. at power hour start dumping shares lowering the ask walking it down with help of CDEL and CSTI.
I'm not big on the shorting of OTC stock theories, but there are a couple of exceptions...ASCM is one of them. They are bad and they are dangerous.
The ripple effect is that some short time(not short sellers) traders and weak hands will jump out, exasperation the situation.
