Drug development is expensive and drug companies need to make money to survive. Small startups need to get investors to persist in the the long path to approval and profit.

The reason UK / EU are in a position to push down prices ("negotiate") is that the American market subsidizes their morally lovely and high minded largesse by paying for the research and development of new drugs.

It's just an other example of the socialist mind set, be generous with other people's money.
