If lithium purity/quality is the problem, then you might want to check out Maricunga lithium samples which are extremely low in impurities from the git-go. If you (Elon Musk) find out that the culprit affecting the 2016 Tesla batteries is indeed excessive impurities like too much magnesium then I would not hesitate too much longer on locking up a higher quality lithium brine operation/mine since as you are going to find out... there is only a very few left for purchase now and you must know that Ford, GM, BYD, CATL, BMW, etal are going to capitalize at lightning speed after they read your eventual engineering report on the 2016 Tesla batteries which the US government is going to demand from you I will bet preceding a possible recall on the roadsters.
