Odds are that the further development of the World's two largest emitters, China and India, played a large part, in those reported increase . Yet the Accords has allowed them emission exclusions for several years.

To me, this is obvious. Why was it left out of the report?
I still maintain that cataclysmic man made climate change is a hoax.
