Maybe management is doing it on purpose, that is, going EM, shareholders panic selling 4-5 Billion shares at 0001 or much less while Mgmt. buying them out. Then retiring those shares and do the paperwork to return to current information with a clean shell. Spiteful but useful. What's the purpose of buying a shell and let it die? Dont find a better explanation.
