I am no expert JJ. I could speculate all day. My guess is Several reasons.

1st is they have had several announcements like this that have yet to materialize.

2nd dilution?

3rd this is being held down like a tightly wound spring until money actually transfers while folks accumulate. (Trading back and forth)

4th some say naked shorting.

I guess It can be justified because notes converted and they have massive debt.

However, they have decent revenue with multiple investment deals on the table. This shouldn't be trading under 2milly market cap imo.

There is certainly more but I would say that sums it up. Others might include "scam!" Lol
