Why do they do this you ask? Because this current government is a bunch of business-killing thieving corrupt leftists/commies who have no idea that when a person has a good job they become a normal good taxpayer. This government believes the only way to fill up the Treasury's coffers is to rip the existing previously saved wealth from the upper middle class & the upper class and "redistribute" it Fidel Castro or Hugo Chavez style to the poor people (ie after taking their cut off the top) rather than insuring/supporting those elderly capital-rich middle/upper class people can safely invest with 10-year look-ahead confidence in new businesses inside Chile.
