L2 only shows the highest bid and lowest ask of each MM. For FUNN, one MM does a majority of the business. If that MM has bids at $.0079, $.0077, $.0072, and $.0059, then the only one that shows up is the bid at $.0079. Other MMs are not working the stock as hard, so they have a bid in well below the market, just to alert them if it trades there, so you will see some at $.0051 or lower. There was an ask at $.25, which is just not realistic. But yes, there are many bids between $.0079 and $.0051, but they just don't show since each MM only shows one bid.
So we can't rely on Level II for a stock that doesn't have active MMs, as the one or two that are active can't show anything but the highest bid and lowest ask. The rest is hidden.
