Yes, this is a pump and dump, and it is going fine, all things considered.

Two things to remember about penny stock pump and dumps.

First, contrary to what the ignorant "experts" on the internet claim, the purpose of a pump and dump is NOT to raise the price of the stock. Instead, it is to create VOLUME that the dumpers can sell into. Remember that the people dumping COWI shares into the pump either got their shares for almost nothing or even free (insiders) or are the toxic death spiral note holders that get shares at a guaranteed massive discount to the current trading price (45-75% off the lowest trading price in the last month, for example, which means they actually make MORE money if the stock price is low rather than high). They only care about having enough new buyers to sell their stock to. The stock price doesn't matter.

Second, this is the FOURTH pump and dump on COWI shares that Lloyd has run. Each successive pump is less successful than the prior one, as they begin to run out of foolish and ignorant "investors" who don't read disclosure and financial statements and are willing to buy this worthless POS. Plus, all the bagholders who bought in to the prior pump and dump at higher prices are also looking to dump their stock, which creates selling competition for the insiders and toxic noteholders, so the stock price naturally stays below the prices reached in the prior pump.

So although the volume on this stock isn't great, it is still enough to allow Lloyd and his cronies to make bank and transfer money from the ignorant buyers into their own pockets.
