NWBO initiated the JA process and added it to the TLD process and either knew or should have know that too many cooks would make the soup take forever and factoring that in, management still decided to add yet another process they lack control over to what shareholders had to put up.

So yes, management is responsible for the wait because they empowered the journal article authors and the peer reviewers by initiating that publication process and holding everything up for over a year on that account.

Their surrogates do not get to say “But it’s not their fault they yelled ‘Jesus take the wheel!’ To the reviewers and authors.”
