Companies listed on exchanges don't get to decide for themselves if they will be targeted for market fraud. Financials and legitimacy have nothing to do with their ability to defend themselves from market fraud as well. I would guess that less than 90% of market fraud ever gets detected and well we all know that the fines paid when they are caught are nothing compared to the profits stolen from retail and the companies involved.
