Huh, you seem awfully confident for someone that doesn’t have any proof of what “in the process of being approved” means. Have you talked about this with an expert or are you just speculating?

Anyway, your argument seems to completely ignore the complete paragraph below.


Companies applying for a marketing authorisation (also known as a product licence) need to have a manufacturer licence first. The manufacturer licence will (only) be granted first providing the product is in the process of being approved. https://www.gov.uk/guidance/apply-for-manufacturer-or-wholesaler-of-medicines-licences
