With respect to "permanently" stopping forest fires in Chile there is really only one solution now... you need to be the "permanent" Smokey the Bear in Chile and give up your last few ministry of mining responsibilities to someone (ie to the "one") with an actual mining degree from a recognized mineral studies University and who has the brains (which you clearly don't have) to actually solve mining problems....
