These small market teams are the true problem in baseball in my opinion.

Spoken like a fan who has a corrupt and shady owner with unlimited cash to burn. Mets were no small market team when Wilpon signed the checks. You go off on small market teams, but until there's NFL style parity in revenue sharing, MLB is going keep heading down the path of 5-6 superteams, 1 or 2 upside surprises, and a lot of garbage. Why would a small market team that really sucks and is going nowhere pay even a single superstar market wages? What's in it for them? Do you find some nobility in finishing the season 75-87 vs 57-105? Either way, the fans aren't going to come to the park.

You're suggesting a mandate on minimum payroll spending for each team, but how do propose to derive that amount and then enforce it......good luck with that.
