Non U.S. investors do not receive W-9's, nor are they required to submit, as they are not citizens; On larger payouts, there's generally a 30% with hold for taxation purposes-so either the wording is being misinterpreted , or there's going to be a shit-storm of a magnitude that hasn't been seen for U.S. stock markets.
Remains to be seen, I guess......
