They have two things in their favor retail does not have. They have an algorithm, and they have unlimited exempt shares from which to draw from and attack tickers like #DBMM or any they choose.

If they borrowed shares, cost to borrow is going up and up and up. Better to pay for borrowing than to pay if #DBMM squeezes and lenders want their money. Eh?
