Good question, if it's strait up and down in a perfect environment.

In a mountainous region, they would need several to transmit the signal and where Arradatum comes in to fortify the array without interruption, I believe.

The Govt. is spending billions in seed money to find that solution and they already received 15 million to execute their plan.
