I am by no means the expert, but from a controlled airspace I perspective, I believe FAA considers airships just another aircraft. There are unique categorical provisions for airships in FAA policy/procedure when it makes sense to distinguish (power off emergency operation for instance). Unless I'm missing something, I see no reason not to include/associate airships with this new policy. Due to the relatively benign failure of airships, we may see airships among the first unmanned aircraft certified to fly over populated areas!
