You have absolutely no basis for saying "a quart or two on the sand".

The most common oil spills, on producing wells, come from pulling rods and tubing out of the wells. Another is disconnecting tank lines from transport trucks, But there can be much larger ones.

None of them are "a quart or two."

I've said several times that the ground pollution I see in pictures do not appear to be the kind of damage that requires emergency clean up .
