I hope you’re onto something, however to be honest, my first reaction is the people at the top buffer themselves by layers of managers they can scapegoat, by design.

Reminds me of the scene in the Godfather where a Mr Cheech was testifying and prompted to answer whether he was a buffer, after having been explained the meaning.

Mr Cheech responds something like….. buffer… yeah, weze got plenty of buffers
