The IMF stated in their recent report that they’re recommending countries keep “guardrails” in place. Meaning they allow the flow of necessary goods and services as well as keep small goals that can be worked towards together in place.
I believe that is the purpose of Hong Kong and New York’s plan. Regardless of geopolitical circumstances some things need to happen or it results in unnecessary death or hardships…things like energy.
