One would not want a shutdown of one and only manufacturing location for any time, no less for an extended time, to prevent the making of the personal vaccine.

It’s just too important.

In telecom we always have redundancy or a means to recover in not too long a time period. While telecom could be life and death when out of service, patients who are relying on getting their best shot at survival extension cannot afford for their vaccine to not be produced for an extended period of time.
