They dont have to cover at any given rime if they secure funds to delay the event. You remember that classic example i gave last year. Short position magically appeared after 6 months and a stocked moved from 0.001 to 0.20s on the entire float covered one trader did it and the MMer firm covered to avoid FINRA revoking their license.
