3M doses is not a lot considering they will likely have to produce double or triple the anticipated number to be actually used, and for future in case of recurrence. Just assume 30 doses/patient and you quickly get down to just 100,000 patients. Perhaps others have more intimate experience in this field, but I can imagine further investment into storage will become necessary down the road.
