Yes, it is clear from the PR the SAP is not the same.

It asserts one specific detail is the same, how the ECAs will be selected. It says nothing about the other 90% of the SAP.

Anybody looking at the proposed trials would know the SAPs could not be the same. For starters, the proposed trials in the PIP are net even in GBM. A sap that ignores that, while looking at age <> 65 in kids would be comical.

But the PR did what it was designed for. It lets the SMA pump the issue as vetting the SAP.

Alas, the real world knows that is BS.
