They need to set the ratio high enough to keep the sp well above the minimum listing price for a while. By doing that, they would have some margin, for the sp to settle after debute, since sp may spike, the just dwindle down again, as many IPOs do. The risk is that it trickles down to the point of threat of being delisted.
