Well FDA is a government bureaucracy that is following legal guidelines and FDA developed guidelines.

The recurrent GBM OS data is post hoc, data dredged with a n=64 that is not meet the requirements of a large-scale, well-controlled clinical trial. Doesn't meet the requirements for an approvable trial and certainly is not worth an advisory board.
