However if we “knew that we needed to authorize more shares…” then why with all of the collective “knowledge” on this board and Twitter and other outlets has no one mentioned that prior to this notice.

The need to increase the share limit authorization was argued as a necessity here many times and the debate centered on whether shareholders should just vote yes even if NWBO refused to provide updates or other concessions or if shareholders should make a yes vote conditional.

That debate is being repeated today and is similar to the debate that took place before the last such increase.
