Shorts normally do not lose money - only in handful of cases they will lose.

Also one of the tools they use is misinformation - so even if the results are decent, not all investors are watching the events and they have entered stop loss orders. So when the news comes out they spread rumors and stock drops for short period of time - the stop loss orders are executed and the shorts get their shares.
They need that 15-20 min period to cover their volume
