MM's..will buy/keep inventory from dilution when/if there are no buyers are on the bid.

This is what happens on the OTC anyways, MM's know when New shares are being sold and this is why the PPS Drops when there is Dilution, cuz any shares they buy & hold an inventory on, they buy at a discount that they create in the market.
