Where do you see anywhere close to the number of calls and puts required to hedge 10 million shares? When I look at the open options number on TDA I don't see nearly enough open options to make that theory believable.

Is there some other place that the shorts could be buying those options?

If investing was easy, everyone would be rich by now.
