The difference is

Public spending just spends beyond their income by creating money or taxing more

Private sector companies like CLNE that run continued losses don’t have those options

CLNE can only borrow more or dilute

Probably will do both

Tradable, but only the nimble and aware will be likely to be profitable in an unprofitable general trend

CLNE is still in the dream stage (dreaming of profits)
