How is that when the OTC guidelines basically say they do not need to report like big boards by comparison.

Fraud is when somebody makes a fraudulent move against another party.
Some examples are forgery, wire theft, racketeering etc.

To call him a fraud, is like calling Warren buffet a bad investor. No such thing!
