Here's what I think I know about OTC name changes.
A company gets Board approval
Ticker change is usually 1 to 3 days for FINRA approval
Brokers will notify Shareholders of change
Name change can be for any reason
No fees for the Ticker change
DCT charges a "Convenience Fee" to make the change

So 1 to 3 days and it's done. It's safe to say that unless it's been less than 3 days....you will know, without even asking.
