1) Americans don't pay taxes on assets (although there has been discussion among the Dems to tax billionaires a percentage of their assets annually) we pay taxes based on income (earned or unearned). Even if BM did have billions in assets and millions in cash, that doesn't mean there is any tax evasion going on; taxes were likely paid on the income that became assets.
2) BM has stated that his "assets" are held in a family trust and are therefore untouchable by a civil lawsuit. Not a lawyer, so I can't comment on that, but I have a relative who is not competent to handle her financial affairs. She is the beneficiary of a family trust that pays her living expenses. She can request additional money for something special (say a new car or a vacation). The trustee can approve or deny based on his judgement. It is entirely possible that Barry does not have access to money even if there are millions set aside for his benefit.
