I believe this to be correct. It also explains the phenomenon that many times the hockey stick market cap and up gaps in biotechs occur before regulatory approvals. Most often they occur on Trial Results PRs. Which triggers market recognition of the potential which of course drastically increases the market cap very quickly sometimes in a matter of days.
