Well two things first Zip. Although I tend to believe it, I am not sure that the medical community/FDA/others feels sure that oxidized LDL is a very detrimental substance - or at least more so than just LDL - but I could be wrong and stand to be corrected.

The other thing you say is correct and here is the reason. A substance that is already oxidized cannot "reduce or prevent another substance from oxidation". So EPA reduces or prevents LDL from being oxidized in a mechanism where it itself becomes oxidized. It can be thought of as EPA giving itself up to protect the LDL. And like you say, if there is less non-oxidized EPA in the capsule then less protection can be given to the LDL.
