I think the delay is related to having too much on the plate and not enough time to do it.
Since it's basically punishment free and does not matter for new/current patients, the harm at delay is minimal. Not getting something else done, PIP, MAA, Patents, 5/10/22, etc... an update to ct.gov does seem minor at the time.
Obviously, it became more meaningful to those that had false hope that they could use it against the company or to justify their actions.
