If inflation is a problem why is technology, communications and consumer discretionary being accumulated?

Because people like you are buying them. You act like the average investor (i.e., you) buying technology companies (1) has a clue what inflation is or will be running at in the future and (2) is taking inflation into consideration when making their investment purchases.

If inflation is a problem why is the 10-year bond still roughly half the rate of inflation?

You're not serious about this question, right?

You really need to come up with some better questions, because trying to answer whether "inflation is a problem" by looking at your proposed questions makes no sense.
