CEO's of companies like this are famous for proclaiming "if only our share price was (name it 4 bucks 5 bucks), the institutions would be able to buy our stock. They're dying to buy our stock but they just can't at the current levels. Using this ploy, the CEO convinces, coerces, or forces the sad shareholders into the R/S. Afterwards, most times, not all, but most times, the share price falls right back into the crapper thanks to the shorts, hedge funds, and other assorted worthless humans.
If the R/S was a good idea, the stock would be 5 or 6 cents now, not sub 2 cents.
