The way I see it is TOMDF team up with a private company (NCL ) to share their IP. Todos and NCL Pharma start a 3rd (private) company that will take most of the workload for product development and 3CL Pharma, the newco will go ahead with a crowd funding program to raise capital to develop and produce and that Todos will own 52 % of 3CL which may split off and go Public as it's own identity one day in the future.

When the crowdfunding is announced we will find out what investors get for their investment and if it could mean more dilution?

Phase 2 for Tollovir is being extended with hopes of EUA as a possible result
