forms 10 are not approved by the sec. they become automaticaaly effective after 60 days. however, the sec will make comments. if the comments are not addressed with a form10/A or the registration is not withdrawn then the company would face immediate suspension due to incomplete information. my opinion is that sirc knew the 10 was deficient but they filed it anyway to satisfy promises to shareholders that they would.
